As per Microsoft: "When the Microsoft Provisioning Service starts, one of its tasks is to validate all installed namespaces. When accomplishing this procedure, the engine parses through each namespace to identify statements that reference other namespaces. In the event that a reference exists to a missing namespace or procedure, and event is thrown in the Windows Application Event Log. This error has the event ID 5134 and the event source is Provisioning Engine. Other issues may cause the event ID 5134 to occur, but in general these events are seen because one or more of the installed namespaces include a reference to a namespace that is not installed".
