As per Microsoft: "This event record indicates that the Security Accounts Manager (SAM) has loaded a notification package. There is a possibility that this action can have security implications. The person responsible for maintaining the Security Account needs to understand what each notification package does and any effects the package might have on system security". Notification packages are DLLs that receive and handle events generated by authentication packages. A programmer can implement such a notification package to monitor and respond to authentication events. This is useful for applications that need to perform additional processing during logon or logoff, or maintain state information that must be updated when authentication events occur.
