The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

Mcafee Virus Scan 8.0i causes this error. I am using the Enterprise Edition on a Windows 2003 server. A patch put out by McAfee corrects the problem. You will need to uninstall Virus Scan 8.0i first and then install the "patch" which is another complete install of 8.0i. The patch number I used was Patch 13. I only had to do this on my Windows 2003 servers.
