The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

What is the role of a DNS server?
This problem may occur if the zone transfer times out because of the load on the Windows 2000 DNS server that is acting as the primary for the zone. See ME330574 for a hotfix applicable to Microsoft Windows 2000 Server.
This problem occurs because the BIND server sends a full zone transfer instead of an incremental transfer. See ME841647 for a hotfix applicable to Microsoft Windows Server 2003.
This event indicates that after sending a recursive query on behalf of a client, DNS received a response with a fragmented flat set indicating that the answer did not fit in one packet and that there is more data to follow. See ME198757 and ME199792 for help in troubleshooting this problem.
