This problem occurs when you remove an assembly. BizTalk Server 2004 incorrectly removes .NET-type message parts for other unrelated assemblies. See ME891015 for a hotfix applicable to Microsoft BizTalk Server 2004.
As per Microsoft: "You configure the Retry Interval time on the send port that is specified in the error message. This problem occurs when the acknowledgement (ACK) from the BTF disassembler component is not received in the Retry Interval time. Typically, this problem occurs when the Retry Interval time property is set to 0. Therefore, the Error event occurs immediately after the message is sent". See ME896449 and the link to "Microsoft event 5720 from source BizTalk Server 2004" to solve this problem.
This issue may occur if the BizTalk Server 2004 configuration does not include a send port that uses the HIPAA_EDI transport type. See ME891003 to solve this problem.
