This message only occurs (in the Application Log) after the initial installation of Backup Exec on a machine without IPX/SPX. Since not having IPX/SPX is a valid computer configuration, Backup Exec reports this as a "Warning" message. Prior to Backup Exec for Windows NT and Windows 2000 8.6, the event was categorized as an "Error". See Veritas TechNote ID: 236244 link below.
