According to ME961180, this problem occurs because of a race condition between marshaling a COM object and releasing the COM object. This race condition occurs in the Ole32.dll file. A hotfix is available, see the article for more details.

This issue occurs if the domain user account that is configured as the BizTalk host instance cannot read the "HKEY_LOCAL_MACHINE\Software\Microsoft\BizTalkAdapters\Config" registry key. See ME923650 to solve this problem.
