As per Veritas: "This problem most often occurs because Backup Exec has been reinstalled but the patches that were in place before have not been re-installed yet. Some patches make changes to the Backup Exec DB (BEDB) and when they do the Registry & BEDB schema version numbers change. Therefore, once Backup Exec is reinstalled fresh, the Registry is then listing an older schema version and the Backup Exec services will not start due to the mismatch.
