This is stating that their are no domain controllers for the domain <domain name> in the Site "<site 1">, but the site "<site 2>" does have domain controllers from the <domain name> domain so it will take care of queries of the <domain name> domain for the "<site 1>" site.
As per ME259435, this is expected behavior and allows domain controllers from other sites to function as domain controllers for your newly created site, based on the most efficient cost figure.
