I found that if I went into tools/options/sql and deselected enable SQL support, this event will stop occuring.

Symptom: The error message "At least one or more file systems failed to load" is displayed when starting Backup Exec for Windows NT with the Backup Exec SQL Agent installed.
Solution: SQL support has been enabled within Backup Exec for Windows NT, but one of the Microsoft SQL *.DLLs Backup Exec requires is not installed. On the machine where Backup Exec for Windows NT is installed, please verify that the following DLLs are in the \System32 directory:
To install these files, run the SQL "Setup.exe" program from the Microsoft SQL CD and choose Install Utilities Only. The "Install Utilities Only" installation option will copy these files to the \System32 directory. See Veritas TechNote ID: 192108 link.
