This event is logged when a Validity Sensor (fingerprint scanner) is unable to recognise a scan during an active Windows session.

Example: By accidently swiping over the sensor with the palm of your hand.

On HP laptops the Validity Sensor behaviour can be modified through the HP Protect Tools - Administrative Console "Devices" > "Fingerprints" menu.  The "optimized" option on the "Advanced" tab page is the only option that disables the Sensor until it is actualy needed.
