Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.
The server encryption keys could not be accessed.
User Action Verify that the service account has permissions to the following registry key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft Identity Integration Server.
If the problem persists run setup and restore the encryption keys from backup.

This seems self-explanatory at first however if it accompanies Event ID 6324 then this is a database permissions issue caused by changing the service account that MIIS is running under. Refer to Event ID 6324 from source MIIServer for more information on this issue.
