This issue typically occurs when the BizTalk Server-based server processes a high volume of documents, because Microsoft Windows Server 2003 Service Pack 1 (SP1) implements a security feature that reduces the size of the queue for concurrent TCP/IP connections to the server. This problem may occur when you log on to a BizTalk Server-based server by using an anonymous user account and then you run a query in the HAT tool. See ME884628 to solve this problem.
