In my case i have to reconfigure the Mobile device himself. On your Pocket PC go to Connections, USB to PC and disable "enable advanced network functionality". After that, my mobile device synchronised again.
This error occurred under Windows Vista when trying to connect a Pocket-PC (Windows Mobile Device) via USB-cable-connection. The solution was to enable "PAN-Networking" in the Toshiba Bluetooth Settings (yes I know that USB has nothing to do with Bluetooth but this already helped me twice).
