What is a directory service?
The service account does not have Add Child permissions set at the site level for the site where the public folder server resides. If the service account does not have Service Account Administrator permissions set, and does not have Add Child permissions set for the site level, this event may occur. See ME231488 for details on solving this problem.
As per Microsoft: "This message appears when the Information Store is unable to access the Active Directory". See MSEX2KDB for additional information on this event.
