- Service: Symantec for Exchange - I had this problem with Symantec for Exchange. My server is a Windows 2003 Standard SP2 running Exchange 2003 SP2. When I restarted the server, the screen stayed in “Applying computer settings”. My solution was to set the Symantec for Exchange service to start manually. Then, I rebooted the server and the problem was solved.
