This happens when you use Exchange Best Practices Analyzer Tool (ExBPA) from a remote machine to scan Exchange and if the logged in user of ExBPA is not an Exchange Administrator. To resolve this run Exchange Best Practices Analyzer Tool as an Exchange administrator.
