This event may be recorded if another application is locking the files used by EvLog or in certain cases, if EvLog is scheduled to run concurrently with different monitoring parameters (and the analysis overlaps). The first step is to verify (using a text editor) if the file specified can be accessed. If it is, then some application may have locked that file (ie backup or A/V, etc). Verify that no other application is locking that file. Utilities such as Process Explorer - see EV100609 (Windows Sysinternals) - can be used to verify what application is using a particular file.
