This issue can occur because the VSS system files are not registered. See ME940032 for information on how to solve this problem.
This behavior can occur because the Volume Shadow Copy service places Exchange Server 2003 in a "backup in progress" state, causing the Exchange Server 2003 online backup streaming API to fail to bind to the databases. See WITP83665 for information on fixing this problem.

Update ME817688 cannot be installed on Windows 2003 SP1 systems since the hotfix is already incorporated into SP1. If your event log shows this error together with NTBackup error 8001, solve that error first by installing hotfix ME822132.
I was getting this EventID 8019 and 8001 in my event log. I found that KB article 817688 discuses my issue. I have installed the fix and the problem has not reappeared since.
