Double-check your DNS reverse lookup zones. I had an OEM box we changed over to 192.168.200.x address space for the LAN and missed that the reverse was still set to 10.0.0.x with no 192.168.200.x reverse zone in there. I deleted the incorrect zone and created a new zone to resolve.
As per Microsoft: "This event indicates that the Recipient Update Service (RUS) was unable to contact a domain controller. The directory may not be available, or the name of the domain controller specified in the properties of the Recipient Update Service may be incorrect".
