As per Microsoft, when you create an online video conference in Microsoft Outlook, a multicast address for the conference may be allocated by a Multicast Address Client Allocation Protocol (MADCAP) server. The events that are described in the "Symptoms" section can occur for any of the following reasons:
- A MADCAP server cannot be contacted.
- A configured multicast scope is not defined or is incorrect.
- The MADCAP server is not authorized in Active Directory.

Please note that MADCAP is running under DHCP and when we talk about being authorized it is in fact about DHCP server being authorized. Please see ME299363 about problems with DHCP authorization in AD.
