As per Microsoft: "This is a self-explanatory event. An intra-organizational connection agreement can be marked as PRIMARY for a connected Exchange Organization or connected Windows Domain. The designation of a connection agreement as PRIMARY means it is allowed to create new objects in the appropriate target directory, if a matching object cannot be found anywhere in that target directory.
