An exception occurred when trying to issue security token: The request channel timed out while waiting for a reply after 00:00:59.9939997. Increase the timeout value passed to the call to Request or increase the SendTimeout value on the Binding. The time allotted to this operation may have been a portion of a longer timeout..
According to ME2465996 the cause is because the Search Query Logging thread reuses expired credentials.

A hotfix is available at ME2459257.
According to EV100247 (SharePoint 2010: Unable to start the User profile synchronization service), this can be caused by the fact that the authentication for security token service in IIS had "Forms" and "ASP.NET impersonation" enabled. This is preventing the userís identity to be passed to the security token service and the token service is unable to generate tokens properly. See the article for the suggested resolution.
From a Microsoft support forum: "I found that the root of the issue was (in my case) the 'NETWORK SERVICE' account did not have Launch and Activation Permissions for the IIS WAMREG admin service DCOM object. And if you try to add those permissions for that account on that DCOM object, the options are grayed out. I followed EV100177 and all my errors went away."
