The Remote Desktop license server could not be registered as a service connection point in Active Directory Domain Services (AD DS). Ensure that there is network connectivity between the license server and AD DS. To register the license server as a service connection point in AD DS, use Review Configuration in the RD Licensing Manager tool.
According to TE891215, if the Remote Desktop Session Host server cannot discover a license server, client connections may fail and this event will be recorded. To resolve this issue, publish the Remote Desktop license server in Active Directory Domain Services (AD DS). See the article for details.
Several posts in support forums indicate that by default the Remote desktop licensing requires a domain in order to work properly. However, the discovery scope can be changed to "Workgroup". The option is only available on servers that are not part of a domain (so one cannot provide this service to a workgroup from a  server part of a domain).
