As per Citrix: "Windows Management Instrumentation (WMI) is not allowed to start the Citrix WMI Service at the same time as the MOM service is starting up because the Service Control Manager database is locked. If the Citrix WMI Service fails to start, a rule in the Citrix Management Pack will fail to register its WMI event query and as a result, MOM can't successfully start its configuration group.
