What is WDDM?
This message indicates a problem with the drivers for the graphical card. It is possible that they are not capable of supporting the WDDM so this Vista feature is disabled. The Desktop Window Manager depends of the featured offered by WDDM and as a consequence it will not be available without it.
For example, when running Vista in a virtual desktop (such as VMWare Workstation) the virtual video card is not capable of supporting WDDM.
