This problem occurs because of a problem with the process that MOM uses to encrypt communications. See ME830595 for a hotfix applicable to Microsoft Operations Manager 2000.
According to Microsoft this problem may occur because there is a timeout issue when the PerfMgr thread requests performance data from the computer. See ME305981 for details on solving this problem.
This problem also occurs because of a problem in the Microsoft Exchange client installed from Office XP. See ME814626 for more information on this issue.

ME840646 provides a hotfix for this problem. The hotfix is applicable to Microsoft Operations Manager 2000 Service Pack 1.
