Description
The Microsoft Operations Manager service (MOMService.exe) was unable to run under the supplied credentials. Please use the SetActionAccount utility to set an action account which meets the guidelines documented in the Microsoft Operations Manager documentation.

According to TB643195, this error can occur when the password for the MOM action account has been changed.
From a newsgroup post: "Run "setactionaccount.exe [CONFIG_GROUP] <your domain>\<your action user>" to reset your action account password on the machine. You will be prompted to provide the new account password. After the correct password has been provided, the MOM Service can be restarted.

I think the MOM system usually names configuration groups as name of mom server _MG. As in server_MG. So an example of setactionaccount (I do agree that the syntax of the “setactionaccount” word is a challenge by itself) would look like this
“setactionacount server_MG -set domain.ending domain\mom_account”.
Hit enter and type the password for the mom_account twice.

For your use replace:
server_MG
domain.ending
domain\mom_account
with values relevant to your situation". See "MOM service not starting" for the original posts.
The MOM-Action account needs admin rights. If you do not grant admin right you get a 9029 event followed by a 9000 event. See the link to “Microsoft Operations Manager 2005 Security Guide” for security related information.
