As per Microsoft: "This event indicates that the Exchange server was unable to contact a global catalog server. This is not critical (which is why it is only a warning event). If there is another global catalog in the site, Exchange will use that global catalog". See MSEX2K3DB and ME812855 for information about this event.
The global catalog server in which the exchange server is trying to contact is offline. Bring the server back online and exchange will then service the clients.
