If you cannot change permissions on your CA, you must probably miss the pKIEnrollmentService object in Active Directory. Check using adsiedit.msc and navigating to Configuration\Services\Public Key Services\Enrollment Service. You need a pKIEnrollmentService object for each enterprise CA. If you are missing this object reinstall CA Services. Create backups from your Key and Database using "certutil.exe", although, normally you would not need these backups. Just tell it to reuse the existing Key and Database.
