Set with ADSI edit the value "MsExchHideFromAddressLists" to True for the user specified in the event description to prevent this error.
Starting with Microsoft Exchange Server 2003 Service Pack 1 (SP1), Exchange verifies additional objects during the offline address book (OAB) generation operation. Exchange performs these additional verifications to help prevent unnecessary full offline address book downloads from client computers. If any one or more of these verifications fail, Exchange does not add the user to the offline address list. See ME926206
In Active Directory Users and Computers, user account properties, I noticed that the e-mail address listed on the "General" tab was not present in the email addresses listed on the "E-mail addresses" tab. The issue resolved itself simply by double-clicking on the valid email address on the "E-mail addresses" tab and then exiting the screen. Seems that the e-mail listed on the "General" tab needs to correspond with a valid e-mail address from the "E-mail addresses" tab.
OAL Generator will skip some user entries if the SMTP alias contains invalid characters like "-" or "_". To resolve this, correct the Exchange SMTP alias for the user entries mentioned in the event. See ME555405
for more information about this problem.
We have found out that X400 addresses with special characters in the surname attribute are choking the OAL generation. Removing the dashes (in our case) and rerunning the OAL generation resolved the issue.
