As per Microsoft: "This issue can occur if a .tpl file is missing or corrupted. The 9400 error message contains a file name (Bind.tpl, Rose.tpl, Common.tpl, and so on). This file should be located in the Exchsrvr\Mtadata folder, but the file may be missing or corrupted". See ME154385 to fix this problem.
As per Microsoft: "The file cannot be opened because you may not have full access permissions to work with this file, another application may be using the file, the file may be corrupted, or the file may no longer exist. Verify that the file is not in use by another application. You must have the appropriate permissions to perform this operation". See MSEX2KDB for details.
