This event is logged when trying to start the Blackberry Dispatcher service after you just removed the license keys offline (osql -E on database BesMgmt). Start all other keys that are set to Automatic, start BlackBerry Manager, add the license key, and then start the Dispatcher.

In my case the event was caused by a down server. Login is secured by protocols such as SRP (Session Request Protocol). You might notice delays in receiving messages. It is also possible that messages sent from the BlackBerry may be returned. Returned messages should be resent once the SRP connection has been restored.
