Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

We received this error when we tried to call a VB6 com+ in W2K3. The problem was that the Telnet service was disabled. When we switched it to automatic (did not need to be started) everything worked fine.
This event is common in WinXP SP2. Make sure that the service “DCOM Server Process Launcher” is set to "Automatic" mode. Go to Run -> “services.msc”, and set “DCOM Server Process Launcher” to “Automatic”.
Here is the workaround that I use: Open Administrative tools -> Services -> COM+ System Application -> LogOn and change local user into domain user, and start COM+ System Application service.
