Comments Mihai Andrei
After you upgrade to Exchange 2000 Server Service Pack 2 (SP2) from the Release to Manufacturing (RTM) version of Exchange 2000 Server or Exchange 2000 Server Service Pack 1 (SP1), you may not be able to restore your earlier Exchange 2000 or Exchange 2000 SP1 backups to the Exchange 2000 SP2 server. Because you did not successfully complete the restoration, if you check with Eseutil /MH, the databases are inconsistent, which is expected. If you attempt to mount the databases manually after the restoration, this event is logged. See M316794 for more information about this situation.

See MSEX2KDB for additional information about this event.

This event ID indicates that although the information store database was restored, the hard recovery operation was not run, or the hard recovery operation was not completed successfully. See M810199 for more details.

As per Microsoft: "The Last Backup Set check box was not selected during the restore, so hard recovery was not run.". See the link below for more details.
