Comment: I had this problem with an IIS server hosting multiple Web sites:
________________________________________________
| Web Sites          | IP-address | TCP  | SSL |
|--------------------+------------+------+-----|
| Default            | All (Unas.)| 8080 |     |
| WebToolbox Service | All (Unas.)| 8090 |     |
| WebToolbox         | All (Unas.)| 80   | 443 |
| WebTBAccess        | All (Unas.)| 8080 |     |
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
After I change value in field "TCP port" (in properties of "Default WebSite") from "8080" to "8081" problem disappeared.
Comment: We got this on our SharePoint extranet following a certificate renewal.  We created a temporary site to generate the CSR for the replacement certificate which defaulted to binding port 80 and 443,  even though the site was stopped,  requests from extranet clients passing through ISA server and then on to the extranet server hit the 443 configuration on the temporary site as well as the live one.  Gave the temporary site a fictitious 44388 port,  did an IIS Restart and all resumed normal operation.
