Comment: Had the same (Event ID 1310) error on the frontend of my SharePoint farm. The "Mysite" web application was unavailable to the users.  After reviewing the the Event ID 1310, was able to pinpoint the problem a resolve it by accessing the (Mysite webconfig) and editing the file to correct the error.

By removing this line from the webconfig file, the service was restored.....
