Comment: Symptom is primarily that a Backup Exec backup job locks and prevents later jobs from running. Unfortunately taskkill doesn't complete on the first try so the only way to fix it is to (1) taskkill the process again (2) stop all Backup Exec services and (3) Start all Backup Exec services. Run this batch in your Backup Exec folder (containing the bemcmd application):

Comment: I experienced this problem on our Windows 2003 Terminal Servers after having installed UPHclean. The reason for this event in my situation was due to UPHclean interrupting rtvscan.exe that was running during logoff. I corrected the problem by excluding UPHclean from within  Symantec endpoint protection console. Index: 8599
