Can change these settings through Group Policy.. Do Start> Run> gpedit.msc, or create group policy objects. Then change next settings:
Computer Configuration -> Windows Settings -> Security Settings -> System Services -> Volume Shadow Copy ->  Edit Security and ADD the "Authenticated Users" Group with Read Rights. Then do a gpupdate /force. Index: 7670
