comment: camera was not installed when events occurred and when i plugged it in and used this windows app. it worked fine. there were five other  versions of this app ( microsoft.windowscamera_8wekyb3d8bbwe) in windowsapp folder but are not being used according to powershell command get-appxpackage. whether one of those caused error i do not know.
found procedure for powershell (admin) to re-register this app or reinstall it from windows store to solve this issue maybe will see. https://social.technet.microsoft.com/forums/en-us/2d08e534-0038-4920-8398-c4e914882806/forum-faqhow-to-fix-builtin-apps-that-cannot-work-correctly-in-windows-10forum=win10itprogeneral
possibly i'll uninstall the 5 unused apps by same name. or maybe just wait till next clean install when 1709 replacement gets here.

comment: i submitted same event id 79 as well as it cousin 80 regarding another windows store app that was also pre-installed but on different computer. also like that one the app runs fine. noted errors stayed same just different windows app.
like earlier submission i again used powershell command:
get-appxpackage | foreach {add-appxpackage -disabledevelopmentmode -register "c:\program files\windowsapps\microsoft.bingnews_4.23.10572.0_x64__8wekyb3d8bbwe\appxmanifest.xml"}
again will see if that fixes things or use command: remove-appxpackage –package microsoft.bingnews_4.23.10572.0_x64__8wekyb3d8bbwe  then reinstall from store.
