This indicates that the requested service provider could not be loaded or initialized. This error is returned if either a service provider's DLL could not be loaded (LoadLibrary failed) or the provider's WSPStartup or NSPStartup function failed.
In many cases, this error seems to indicate a problem with the TCP/IP stack (this being the "provider" for many network-based applications).
Verify that the TCP/IP connectivity works. Being able to ping the localhost it is proof that the TCP/IP stack is functional.
