Typically, during the installation, Windowst is creating certain user accounts and user groups. These users are used for various internal operations and they are hardcoded in the code and this code would fail to perform its function if the users or groups are renamed. To avoid this, they have restrictions that are enforced by the operating system. For example, M229909 describes how the by default, the KRBTGT domain account is disabled and by design cannot be enabled. Any attempt to enable it would generate this kind of error.
