One example when this error can occur is when a "regular" user tries to logon to a domain controller local console. Only administrators have the right to logon locally so the logon will fail that this error will be recorded.
As a troubleshooting approach, identify what type of logon was attempted (over the network or locally) and then verify if the user has that right. You have to verify all the group policies that apply to that particular computer as they may override domain-level policies.
