If this error is recorded by trying to register a dll using regsvr32.exe command, chances are that you have one of these two situations:
1) The dll depends on other dlls which are not registered on that computer
2) The user performing the registration does not have admin rights or, they still are restricted from using certain registry keys that dll needs to write to.
